Guide to registering Motability Contract Hire Cars

What is the Motability Scheme?

Motability is a national charity, set up on the initiative of the Government in 1977, to assist disabled people with their mobility needs. The Scheme enables disabled people to obtain a car simply by using their government-funded mobility allowances.

Vehicle registration – the Facts

  • 1) Vehicles must be registered in either the name of the person who is in receipt of the higher rate mobility component of the Disability Living Allowance or War pensioners Mobility Supplement or the appointee acting on behalf of the disabled person.
  • 2) Since 1 January 2006 exemption certificates are no longer issued to Motability Contract Hire customers (UK mainland only).
  • 3) All Motability customers on the contract hire scheme are tax exempt and do not need to pay for tax when taking delivery of a new Motability car.

Motability & the V5…

As we hold all the V5 documents the following now applies:

  • 1) We will tax the car when the licence comes up for renewal, reducing the inconvenience to customers.
  • 2) We are able to track personalised plate changes enabling records to be kept up to date.
  • 3) We notify the DVLA at the end of a customer’s agreement that they are no longer the registered keeper.
  • 4) Traffic Offences and Penalty Notices will still be sent direct to customers.

Customer change of address

Customers must let us know if their address details change. We pass new address details onto the DVLA so their records are correct. We also update our own records to ensure that we send out future tax discs to the correct addresses.

Motability Test Drives

In most cases, test drives are of short duration and a member of the dealer staff accompanies the customer. These should be insured by you, usually on your own Motor Trade insurance policy.

However, some Motability customers require a longer period to assess the vehicle’s suitability for their particular needs and Motability are keen to support this. For these cases, we have arranged with the scheme insurers, Royal & SunAlliance, to provide insurance cover for a longer test drive.

Cover will be subject to the following conditions:

The Hirer must be an existing Motability Scheme customer who is within 4 months of their renewal date.

Cover will usually be provided for 24 hours, but on request, can be provided for up to 4 days (for example to allow for weekends and Bank holidays).

At the Hirer’s request, cover can include another driver(s) already insured on the policy. Maximum ABI Car Group will be 13, apart from MPV’s, which can be up to Group 15.

Cover will only be provided for cars up to ABI Car Group 8 for any driver aged 16-24 or any

Hirer or driver having held a full licence for less than 12 months.

Driving will be restricted to:

Great Britain

Northern Ireland

The Isle of Man

The Channel Islands

Journeys by water, air or rail within or between any of these areas

If acceptable, cover can be made available immediately. However, note that dispatch of the cover note will require a minimum of 2 working days. There will not be a charge for this cover.

How do I get the Motability Test Drive Cover?

You can request this insurance cover by contacting Royal & SunAlliance on 0500 37 37 37*. They will require your dealer name, dealership code, the make, model and registration number of the test vehicle, the start and end times and the address where the cover note is to be sent.

Please note that this service is at your discretion and insurance is subject to acceptance by Royal & SunAlliance.

What is the pass plus scheme?

The Pass plus scheme is designed specially for new drivers to increase their driving skills after they pass their test. This specially designed course by the Driving Standards Agency (DSA), with the help of insurers and the driving instruction industry, helps you:

  • Safely gain valuable driving experience by qualified instructors.
  • Build on your existing skills and knowledge.
  • Reduce your risk of being in a road crash.
  • Save money on car insurance premiums.
  • Boost your confidence on all types of road.
  • Our Pass Plus Motability Scheme
  • Our new initiative, working with the AA to provide PASS PLUS training for young drivers, is going very well. Over 100 drivers have successfully completed the Motability PASS PLUS scheme already, with many more currently being trained.

Our terms

Pass Plus applies to permitted drivers of contract hire cars delivered on or after 1 January 2006 who are 24 or under.

This post-driving-test training is free for the customer or driver, and consists of six one-hour practical modules.

Loss and damage excesses for young drivers have increased, but only for cars delivered from 1 January 2006.
